We are looking for an experienced and strategic Country Head to establish our staffing and outsourcing operations and lead the business from zero to scale. This role is ideal for a dynamic leader who knows the Russia labor market, understands its complexities, and can build a profitable business in a large, competitive landscape. Key Responsibilities Lead the entire market entry and setup process for staffing and outsourcing operations in Russia Conduct deep market intelligence: talent availability, pricing benchmarks, sector opportunities, competition, and regulatory requirements Build the organizational structure, recruitment engine, sales function, and compliance framework Develop and execute a growth strategy targeting both blue-collar and whitecollar staffing verticals Secure enterprise clients in manufacturing, logistics, retail, hospitality, technology, and industrial sectors Establish vendor networks, delivery partnerships, and local collaborations Oversee P&L, budgeting, forecasting, and long-term expansion planning Ensure adherence to Russia labor laws, licensing rules, and compliance obligations Scale the business through hiring, training, and leading high-performing teams Qualifications & Experience 10+ years in staffing, workforce solutions, outsourcing, or large-scale manpower operations Strong track record operating or expanding business units in Russia Experience managing large deployments (500–1000+ workers) Solid understanding of Russia employment laws and regional workforce nuances Strong industry network and credibility in the local market Entrepreneurial, market-builder profile with strong commercial instincts
